The area around the west side of the Capitol was cleared, except for the suspected bomber, who was standing in front of the fountain in the distance. 

Suspected bomber, aligned with center of West front of Capitol, immobile, with two suitcases at his side. He reportedly was unresponsive. Later, he was tackled from behind and dragged away. The suitcases turned out not to be bombs.
